A Kirkland convict who used the identity information of a fellow prison inmate to avoid sex offender registration was sentenced to four years in prison Friday.

Maxie Moore, 54, was arrested outside his Kirkland home in 2008 for using the name and identity of an inmate who was housed with him at the SeaTac Federal Detention Center, according to a U.S. Attorney’s Office press release.

Moore used the stolen information to avoid registering as a sex offender. He also failed to show up in April 2008 at a Tacoma halfway house, where he was supposed to complete an earlier sentence for sex offender treatment.

The Kirkland man’s criminal history involving fraud and sexual abuse of young girls goes back more than 10 years, according to court records.

Moore served a nearly six-year jail sentence when the U.S. District Court found him guilty for using his dead son’s social security number to open bank accounts and obtain benefits in 1999.

He was also arrested three times for the alleged sexual abuse of minor girls, wherein he pleaded guilty to misdemeanor contributing to the sexual delinquency of a minor. Moore was ordered to have no unsupervised contact with minors and to undergo sex offender treatment. However, he was taken back into custody twice for violating the terms of his supervised release from prison in 2006.

While he was serving seven months for having more unsupervised contact with a girl in 2007, Moore met the inmate whose identity he later stole.

When Moore was taken into custody in 2008, an investigation found that he had a series of relationships with women who had young daughters. He sought out these women on Craigslist and other Web sites.

During Friday’s court proceedings, U.S. District Judge Ronald B. Leighton called Moore “a huge danger to the community” and sentenced him to four years in prison, according to the U.S. Attorney’s Office.

Moore was also ordered to have three years of supervised release for aggravated identity theft, unlawful production of an identification document and social security number fraud.

The judge also ordered the defendant to register as a sex offender, calling him a “sociopath” and a “hebephile.”
