Airlines have baggage rules backward

Air travel has been in the news lately — mainly negative news. Now two major carriers are making plans to charge $15 to check a bag.

Let me see if I understand this: For some time now, the airlines haven’t enforced their own rules regarding carry-on luggage. Most passengers carry on two and sometimes three bags of almost any size, jamming them into the overhead bins causing absolute bedlam during the boarding process. Those who do follow the rules wait patiently and the flight invariably leaves late. Can anyone else see what will happen when they start charging $15 to check a bag?

In my humble opinion, the airlines have it backwards. They should charge for the extra carry-on bags, thereby enforcing their own rules.
